America had the one drop rule, where some one with one drop of black blood was black (regardless of if they looked white or not) so this was difficult to assess & evolved into the 1/8th rule & 1/4th rule ( octrune and quadrune look it up) so america felt by adding negro blood to white blood was "tainting" the gene pool.. so there it is.
