He's talking about kilometres per hour because it's an international standard for the system of units. United States is still using an old system called Imperial system. Approximately 8% of the world population (including USA) is using Imperial System, the other 92% is using SI (metric system).Wiki: "Three nations have not officially adopted the International System of Units as their primary or sole system of measurement: Liberia, Myanmar and the United States."

Why the fuck is an American announcer saying "400 kilemters per hour" that's just political correctness gone mad. I haven't a clue how far a kilometer is, neither have most Americans. I actually had to google calculator it. (It's 248 mph)
