Because of the nodes. The rise gets in the node of the sound wave. ~ If that is the sound wave then the place in the middle would be the node and the wave would be neutral. Higher frequencies more nodes.

It's the resonance pattern in the plate, the molecules inside it colliding due to the sound waves going through it. This vibration is passed on to the salt on top, and it mirrors the pattern inside the plate. The different patterns are the frequencies achieving different harmonics with the plate.
